Job Description

T-Rex is seeking a Web Developer/Communication Specialist to support DHMSM PMO. This candidate will get to experience all aspects of a complex cross-disciplinary team of designers, developers, and communications team. This candidate will collaborate with a team tasked with updating/maintaining current technologies and creating new innovative solutions to a variety of problems involving current communication functions. This candidate will assist both Communications Lead and Senior Web developer on best practices for building scalable web applications, and how to deploy an enterprise web application.

The PEO Defense Healthcare Management System (DHMS) is transforming the delivery of health care and advance data sharing through a modernized electronic health record for service members, veterans, and their families. The Workforce 3.0 program within DHMS is a managed solution that leverages innovative new processes, methods, and best-in-class methodologies from the private sector to enable the entire PEO DHMS workforce to deliver world-class technology. The DHMS systems provide important health IT capabilities to 9.6 million active military, their families, and their beneficiaries. Responsibilities:

  • Web Developer responsibilities are:
    • Coordinate with internal and external stakeholders on front-end design strategy for creating and implementing a new Information Portal
    • Produce well designed, efficient code by using best software development practices
    • Willingness or desire to learn JIVE/MilSuite
    • Build website design/layout user interface by using responsive HTML/CSS practices
    • Utilize data from various back-end services and databases
    • Collect and review specifications and requirements based on technical needs
    • Prepare and maintain software documentation
    • Keep up to date with emerging technologies and industry trends and apply them into operations and activities
    • Collaborate with web designers to match visual design intent
  • Communication Specialist responsibilities are:
    • Measures and analyzes communication strategy and tactics to continually improve effectiveness
    • Evaluate internal processes and identify opportunities for improvements
    • Develop and distribute communications (planned & unplanned) for use during each go-live; Capture and implement lessons learned for each new wave
    • Design and develop monthly capability updates for use by the PEO
    • Excellent written and verbal communication skills
    • Assist with other activities that support the communication team to meet the organization's communication and marketing goals, as needed.
  • Program Reporting and Data Collection
    • Produce the program reports in accordance with the program business rhythms
    • Address senior government leader information requests
    • Support Communications Integration with other organizations about EHR, including PEO, and DHMS; coordinate regularly with these organizations
    • Collect and validate information provided from organizations across DHMS
    • Perform quality checks on the PowerPoint charts and reports.
    • Ensure meeting action items are captured and collected from across the organization
    • Support smooth transition and ensure minimal business continuity risks across all capabilities and functions
    • Support introduction of new behaviors, culture, and ways of working
    • Provide timely and adequate reporting and information sharing to the full set of stakeholders; support necessary communications
    • Regularly track and report on outcomes and success metrics as required by the client
    • Establish processes to prioritize needs
    • Store reports in the program SharePoint site

Requirements:

  • 5+ years of professional experience, preferably as a Web Developer, Communications Specialist, Designer or similar role
  • Knowledge of how web applications work including security, session management, and best development practices
  • Experience communicating with executive level leaders – written and oral communication
  • Effective communication skills to interface with organizations across the organization to request and provide information.
  • Strong organization skills to address required daily, weekly, monthly, and quarterly reporting and information requests
  • Ability to work independently and thrive in a challenging environment, learn rapidly and master diverse web technologies.
  • Strong written and verbal communication skills including strong Microsoft Office 365 and PowerPoint skills
  • Demonstrated experience of working in high pressure environments in previous roles
  • Ability to manage repeatable standard processes along with an ability to find, own and resolve ad-hoc issues

Desired Skills:

  • Bachelor's Degree preferred in Communications, Information Technology, Computer Science, Graphic Design, or related field.
  • Experience at the Defense Health Agency
  • Ability to build web-based applications
  • Diligent understanding of visual elements and design principles
  • Experience with HTML, CSS, and JavaScript
  • Experience with frameworks such as JIVE, AWS Cloud

In compliance with pay transparency guidelines, the annual base salary range for this position is $80,000 - $100,000. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.
