Description:

The incumbent will be responsible for coordinating and managing business and administrative operations supporting the Head's Office. Incumbent participates in business process improvement initiatives and ensures that services are consistent withoverall objectives, policies and procedures, and best practices within ECE. Incumbent performs a variety of HR functions related to hiring, terminations, changes in appointment, salary program management, coordination of employee annual performance reviews, conduct employee / labor relations, administration of benefits program, vacation / sick leave reporting, annual compliance reporting, and recruitment of faculty or staff searches. This position requires knowledge of HR procedures within a university, public sector, or government setting.

Duties & Responsibilities

  • Responsible for all HR transactions pertaining to departmental employees; new hire, position creation and maintenance, employee job record changes, labor distributions and redistributions, historical job changes, reappointments/reactivate job, add job, separations, end dates, employee data, and administrative transactions via HFRE, ANA, Paris, HireTouch, etc. Prepares hiring documents; prepares payroll for staff; job descriptions; handle all staff matters related to personnel classifications, auditing, extra and temporary help.
  • Responsible for all OIS transactions pertaining to visa applications for exchange visitors, scholars, or student interns. Handle and prepare documentation for all visiting scholars, student employees; visa status changes.
  • Facilitate Faculty and staff searches from beginning to end. Act as a point of contact for candidates.
  • Advises and provides administrative and executive support to the Head, including: coordinates Head’s calendar and schedules meeting; drafts multi-source communications/reports; develops and distributes any other correspondences as directed; oversees the planning and implementation of special events;
  • Oversees and administers day-to-day operations and activities under the direction of the Department Head of ECE; reviews, evaluates, develops, and interprets University and departmental policies and procedures in relation to providing guidance and/or problem resolution for human resource-related matters and ensuring compliance with university, state, and federal laws and regulations regarding personnel practices.
  • Responsible for processing of faculty Promotion and Tenure applications for all ranks (Associate or Full Professor) and tracks (tenure, non-tenure, clinical, research or clinical discipline).
  • Resolve payroll issues related to employee under/over payments and payouts in PARIS/ANA systems. Process lump sum and over-comp payments.
  • Manage benefit time (sick and vacation accruals and usage) for administrative staff, civil service staff, and faculty. Report AVSL usage in Banner PEALEAV biannually for Academic Professional employees and faculty and distribute quarterly reports of usage/accrual to employees. Review and process leave of absence requests (FMLA, Educational/Sabbatical, Personal, etc.) as needed in HRFE, BANNER PEAFMLA and PZAELOA.

Qualifications:

Minimum Qualifications


  • Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Two (2) years (24 months) of work experience performing professional-level human resources duties.
  • Demonstrated experience with HR duties in an academic environment, dealing with processing and management of foreign nationals, per regulatory processing guidelines.
